Emacs 23.3 released

Emacs 23.3 is now officially released and it is available at the usual places. The NEWS file has the new changes for what is essentially a bug fix release.

Hi, could you explain what's the best way to upgrade Emacs from version 23.2 to 23.3 on Windows7?

The link in the post goes to wrong place: it should be ftp://ftp.gnu.org/pub/gnu/emacs/ instead.
